August 26- 27 in Ningbo (China) held thirteenth meeting of permanent Russian-Chinese working group on standardization, metrology, certification and inspection monitoring of Sub-commission on trade and economic cooperation under Commission for the regular meetings of Heads of Government of Russia and China.
The co-chairs of this working group were heads of Russian and Chinese delegations at the meeting - Deputy Head of the General Directorate of Quality Control Inspection and Quarantine (AQSIQ), the head of certification and accreditation administration of the people's Republic of China (CNCA) Mr. Sun Dawei and Deputy Head of Rosstandart Mr. Alexander Zazhigalkin.
The Chinese delegation included representatives of Standardization Administration of China (SAC), General Directorate of quality control, inspection and quarantine, interested experts from regional offices and quarantine inspection of import and export of China.
The Russian side was represented by senior officials from Standartinform, center of Rosstandart for standardization and metrology of the Fareasten region.
For the first time, the delegation included representatives of the Russian industry. From the RSPP Committee on technical regulation, standardization and conformity assessment in the meeting was attended by the first Deputy Chairman of the Committee Andrey Lotsmanov and Head of the office for interaction with foreign partners Daria Michurina.
At the meeting were discussed ways of developing of cooperation between Russia and China in such areas as standardization, metrology, accreditation and certification, regional cooperation. Raised questions had largely become a continuation of the debate on the issues discussed at the open session "Best practices in the use of international standards for the development of industrial production. In the field of standardization at the meeting of the Working Group the participants focused on expanding and strengthening interaction between experts of two countries on the basis of the ISO and IEC works, as well as within BRICS.
Representatives of the Chinese side briefed the Russian colleagues about standardization reform. It should simplify the multilevel system of standardization in the country. One of the main objectives of the reform is the involvement of industry and expert community to developing of standards. It is therefore caused the great interest showed by Chinese colleagues to the effective interaction in the sphere of standardization with representatives of Russian industry represented by RSPP Committee on technical regulation, standardization and conformity assessment and federal authorities. About the mechanisms of such cooperation in his speech told Andrey Lotsmanov. Chinese experts are sure that this experience can be used in their reform of the standardization of China.
The joint work of the industry in the field of technical regulation of two countries also meets the new doctrine of standardization in China. Very valuable in this regard for Chinese colleagues was the experience of RSPP Committee in conducting Target force 8 “Technical regulation” under Round table of industrialists and entrepreneurs, which has for many years actively develops cooperation between Russian and European experts on joint work on standards.
The parties have agreed on changes to the text of the memorandum of cooperation of Russia and China in the field of standardization and agreed to sign the updated document during the 38-th General Assembly of ISO. Goal of this document is further development of trade relations and the harmonization of standards between two countries in the oil and gas sector, high-speed rail, nuclear power and other fields of mutual interest. Particular relevance of this work acquires the connection with realization of the project “The economic belt of the Silk Road”.
Addressed issues related to the provision of normative and technical documentation, regulating the sphere of control and examination of coal, oil, gas and other mineral commodities imported to the territory of the people's Republic of China.
At the meeting the parties agreed further expand cooperation in all areas of activity of the working group regarding the developing and strengthening of trade and economic relations and cooperation between Russia and China, including major infrastructure projects involving industries of the two countries.
Emphasis was placed on the desirability of direct interaction with national experts of the Russian and Chinese technical committees for standardization in areas of mutual interest, including the innovation sphere, under the leadership of SAC and Rosstandart. This certainly opens up the new possibilities for active participation in the deliberations of the representatives of industry, China and Russia.
Moreover, the Russian side had invited SAC delegation of Chinese experts and stakeholders to participate in the annual International Conference “Neftegazstandart-2015”, which will be held in Astrakhan from October 26-29, 2015.
Rosstandard co-organize with the Chinese side, with the support of RSPP Committee October 11-14, 2015 seminar in the field of technical regulations in the framework of the second Russian-Chinese Expo in Harbin.
