In his statement Alexander Shokhin emphasized that assessments of business climate in Russia by international experts and Russian business are different. Russian companies are mostly concerned by a number of barriers including high fiscal burden, prices and tariffs increase, difficulties with access to credit resources as well as lack of qualified personnel. Foreign companies working in Russia are concerned mainly with administrative barriers and lack of protection of property rights.
According to RSPP President, currently one of the main objectives is to increase investment activity in Russia.
In conclusion Alexander Shokhin presented RSPP proposals on improving business climate in Russia, including formalization of expertise of strategic documents drafts; regulatory impact assessment of all bills submitted for second reading; exemption of liability if it companies act according to federal authorities instructions; introduction of system of reparation of damages for business as well as transition to fiscal burden decrease starting from 2019 etc.
