RSPP President Addresses the International Decent Labour Conference

RSPP President Alexander Shokhin spoke at the International Decent Labour Conference in Moscow alongside Russia’s Deputy Prime Minister for social issues Olga Golodets, the Minister of Labour and Social Security Maxim Topilin, ILO Director General Guy Ryder, Chairman of the Federation of Independent Trade Unions of Russia Mikhail Shmakov and a number of government officials, trade unionists and members of business associations from 80 countries and 16 international organizations.

The participants expressed the hope that the conference would help strike a balance between social and economic challenges, choose adequate job-creating strategies, maintain social equality and propagate best labour practices.

The priority task of the Conference as defined by Guy Ryder was to find new ways to create jobs amid unstable economies, and the sooner the better. According to ILO Director General, the greatest effort should be put into supporting business through investment, providing social security of workers and fighting youth unemployment.

Speaking at the Conference, RSPP President Alexander Shokhin emphasized that providing highly productive, efficient jobs is a priority for the Russian economy. “However, we believe that good business climate and investment environment should come first if we are to tackle this challenge successfully”, said Mr. Shokhin. He also pointed out that the existing Labour Code “needs amending”. “RSPP and the trade unions may be quite divided on the Labour Code today, but I am convinced that we will find ourselves on the same page over time”, said RSPP President.

The plenary session of the Conference has resulted in the signing by the Russian Government, RSPP, the Trade Union Federation and ILO of an agreement of cooperation between Russia and the ILO for 2013-2016.
