President of the Russian Federation Vladimir Putin met with President of the Russian Union of Industrialists and Entrepreneurs (RSPP) Alexander Shokhin on February 15, 2016. The discussion focused on the actual agenda of state – business engagement and key challenges the business community faces. Alexander Shokhin told about the preparations to the RSPP annual congress to be held within the Russian Business Week on March 24, 2016.
Alexander Shokhin emphasized that this year at the congress “we want to not just discuss the state of the business climate, but also get involved in discussing the anti-crisis programme”. “This creates particular responsibility for the dialogue between the business community and authorities today. We want not just to be heard, but also to become a part of the work on drafting and implementing the needed proposals” – he said.
Alexander Shokhin told Vladimir Putin about several challenges which are now discussed by the business community and will be considered at the RSPP congress. “We would like a special law on non-tax payments in whole, not just customs or insurance, to be adopted. We saw this item in the draft anti-crisis programme and we support it. In this special law it would be preferable to determine the principles of non-tax payments, including not just their administration, but also operation principles of this system. From our point of view they should be aligned with the Tax Code. But it should be a separate law, it is wrong to include these principles into the Tax Code, because the Tax Code assumes more stringent liability system on non-tax payments due to a large number of administrators” – RSPP President emphasized.
