One of the main event of Russian Business Week of Russian Union of Industrials and Entrepreneurs became the conference “Industry role in formation of technical regulation of Common economic space”

Conference organized by RSPP Committee for technical regulation, standardization and conformity assessment was held March 19 in World trade center.

In the event participated the representatives of Eurasian economic commission, federal bodies. More than 300 persons were delegated to the conference by business unions of Customs Union countries, leadings Russian companies, expert community.

Welcomes were made by Dmitry Pumpyansky, RSPP Vice-president, Chairman of RSPP Committee for technical regulation, standardization and conformity assessment, Vladimir Salamatov, General director of World trade center.

Reported - Valery Koreshkov, Member of Collegium (Minister) on technical regulation of Eurasian economic commission, Alexander Kharlap, Chairman of the Republican Association of industrial enterprises of the Republic of Belarus, Savva Shipov, Head of Federal service for accreditation, Alexander Zazhigalkin, Vice head of Federal agency for technical regulation and metrology, Konstantin Leonidov, Director of the department of state policy in the field of technical regulation and ensuring of uniformity of measurements of Ministry of industry and trade of Russia, Andrey Lotsmanov, First Deputy of Chairman of RSPP Committee for technical regulation, standardization and conformity assessment - and others.

The main issue of the conference’s plenary session was the process of formation of Common system of technical regulation of Common economic space, the participation of industry in this difficult process.

The participants of the conference noted that the formation of technical regulation system of Custom Union and Common economic space have reached the new level. The decision about creation of Eurasian economic space from January 01, 2015 was adopted. To date active work on preparation of the draft of the Agreement on Eurasian economic space is running.

This Agreement will regulate inter alia the issues of technical regulation and ensuring of products safety.

To date 34 technical regulation of Customs union have been adopted and 24 came into force. Now the development and renewing of normative base of technical regulations of Customs union is under way. The significant updating of Interstate standards is on focus.

The participants of the conference discussed the ways for solving the existing problems. The opinion of industry not always take into account during the developing of technical regulations. In some cases it leads to the necessity of changing the documents that had been already adopted. After coming into force of technical regulation comes the main stage of its implementation related with transition period, developing standardization programs and lists of standards providing evidence of technical regulations.

The monitoring of implementation of technical regulations and the necessity of enforcing of state control for the compliance with their requirements are becoming more and more relevant.

The participants of the conference expressed the concerns on the increasing of counterfeit and adulterer products in the market, the increasing of the illegal certificates or certificates issued with violations of current rules and procedures. In fact such impunity creates big problems for bona fide producers, makes them uncompetitive.

In the resolution adopted according to the conference results the conference participants addressed to Eurasian Economic Commission, state bodies of Customs Union with the proposition to use more efficiently the opportunities of industry expert community of three countries in the developing and adaptation of the drafts of technical regulations, formation of common base of interstate standards and codes of rules, approximation of accreditation systems of three countries.
