ICCI Migration Working Group assembled Thursday to discuss further improvement of Russia’s migration legislation on the back of the enactment of the federal law governing migration registration enacted in February 2011. The meeting was chaired by ICCI Executive Director Andrey Kuznetsov. The Working Group members stressed that some provisions of the federal law give no clear vision of how it has to be applied, which has resulted in complicating migration procedures still further compared to pre-existing ones. E.g. fines envisaged by the new regulations far exceed the damage caused by any violation of migration laws and therefore require revision, experts believe.
The Working Group Coordinator Ludmila Shiryayeva spoke оn a draft law regulating certain aspects of secondment agreements and the consequences its enactment might entail.
The participants also discussed the implications of the simplified procedure for engagement of highly skilled employees that had come into force in July 2010. According to the Working Group experts, the trouble is that since the bill was signed into law regional migration authorities have started to demand even more documents than before from claimants, 'just to play it extra safe'.
The Working group experts decided to set out some recommendations on foreign labour engagement and to organize practical analysis evaluating the work performed by regional offices of the Federal Migration Service.
