Decision taken to develop EAEU Technical Regulation "On Safety of Building Materials and Products"

On 22 April 2021, at a meeting of the Council of the Eurasian Economic Commission, a decision was taken to develop the Technical Regulation "On Safety of Building Materials and Products". The Russian Federation has been tasked with developing the document.  The deadline for domestic approvals of the draft technical regulation is Q4 2022.

At present, in the Eurasian Economic Union there is no systemic regulation for products of the building materials industry, and there are no mandatory requirements for building materials and products. As a result, the market is flooded with poor quality building materials.

The ​​technical regulation is designed primarily to improve the regulatory framework for protecting the EAEU market from falsified and counterfeit products, including imported ones.

The prompt removal of counterfeit goods from the market will increase the share of products manufactured within the Union, and will help increase the economic stability of the EAEU member states and the Union as a whole.

In order to create a single building materials market and to ensure that these problems are resolved, a separate EAEU Technical Regulation "On the safety of building materials and products" needs to be developed.

The need for such a document was raised on 23 July 2020 at a meeting on technical regulation in construction, which was chaired by the President of the RSPP A.N.

Shokhin, with the participation of First Deputy Minister of Construction, Housing and Utilities of the Russian Federation, I.E. Faizullin and representatives of major companies and industry associations.

The corresponding initiative to develop a separate EAEU technical regulation was subsequently supported. D.A. Pumpyansky, Co-Chairman of the RSPP Committee on Industrial Policy and Technical Regulation, raised this issue at the RSPP Congress on 21 October 2020, which was attended by President of the Russian Federation V.V. Putin.  This topic was also discussed by the heads of leading companies and the Ministry of Construction of Russia at the meeting of the e RSPP Management Board Bureau on 9 December 2020.

The development of the EAEU technical regulation is included in the Roadmap for engagement between the RSPP and the Ministry of Construction of Russia in the field of technical regulation and improvement of the regulatory framework in construction dated 9 March 2021.

For a number of years, the RSPP Committee on Industrial Policy and Technical Regulation has actively advocated the development of this technical regulation. The Committee's position was supported by the RSPP Integration Council, and the Business Council of the EAEU, which ultimately led to the Council of the Eurasian Economic Commission taking its key decision on 22 April.  

The development of the EAEU Technical Regulation "On the Safety of Building Materials and Products" will undoubtedly help resolve the problem of falsified and counterfeit goods, will contribute to the formation and sustainable functioning of a single Eurasian building materials market, as well as the creation of well-defined "rules of the game".
